GreenON Industries | Large Scale Technology Deployment and Facility Modernization
A. Program Overview
GreenON Industries is a new program funded by the Green Ontario Fund, a non-profit provincial agency mandated to help reduce greenhouse gas pollution from buildings and the production of goods. GreenON Industries provides matching funding for projects that will lead to greenhouse gas pollution reductions in buildings and the production of goods in large emitters and other industrial, commercial and institutional facilities.
The program is application based and will have two streams:
- Technology Deployment Stream (up to $5M in matching funding for each eligible project)
- Large Scale Technology Deployment and Facility Modernization Stream (up to $20M in matching funding per eligible project).
GreenON Industries builds on the success of TargetGHG, an industry-focused greenhouse gas pollution reduction program launched in February 2016 as one of several investments that support Ontario’s Climate Change Action Plan.
Projects will help Ontario meet its year 2020 and 2030 greenhouse gas pollution reduction targets of 15 and 37 per cent, respectively, below 1990s level as identified in Ontario’s Climate Change Action Plan. Technologies deployed under the program should be commercially proven and ready for quick deployment to meet these targets.
Deploying leading-edge technologies at industrial facilities will help Ontario industry remain globally competitive and builds the capacity and expertise of Ontario-based technology and service-provider companies.
The Large Scale Technology Deployment and Facility Modernization Stream aims to stimulate the deployment of proven technologies and approaches in industrial applications to reduce greenhouse gas pollution.
This stream will provide project funding for up to 50 per cent of eligible costs, up to $20 million per eligible project. It will focus on Ontario’s top emitters that have one or more of the following:
- Annual greenhouse gas pollution of over 400,000 tonnes;
- Projects focused on implementing new, commercially-available technologies in new facilities (e.g. CO 2 utilization projects);
- Projects with potential to substantially reduce greenhouse gas pollution from the top emitters’ operations.
Projects must include a component that will demonstrate the use of a new technology for the sector and/or include refurbishment/modernization of existing technologies to make them state of the art in terms of greenhouse gas pollution profiles. Projects can be up to four and a half (4.5) years in duration from initiation to commissioning and in-service.
Funding requests in excess of $20 million will be considered on a case by case basis.
After assessing the magnitude and potential of the greenhouse gas reduction project OCE will invite eligible companies to submit a one-step application to the program. Eligible Large Scale Technology Deployment and Facility Modernization Stream projects may fall into the following categories:
- Industrial Point Source: Technologies that reduce greenhouse gas pollution through more sustainable approaches at industrial production sites.
- Value Chain: Technologies that reduce greenhouse gas pollution through more sustainable approaches introduced into the industrial value chain. While value chain pollution reductions can occur either upstream or downstream from the large emitter facility, they must occur in Ontario.
- Carbon Capture and Utilization: Technologies that involve new and innovative uses of carbon dioxide.
- New Net Zero or Near Zero Carbon Pollution Projects: New projects that do not contribute to or that minimize increased greenhouse gases of the province (exclusive of offset purchase).

B. Program Objectives
Projects will help Ontario meet its year 2020 and 2030 greenhouse gas pollution reduction targets of 15 and 37 per cent, respectively, below 1990 levels as identified in Ontario’s Climate Change Action Plan. Technologies deployed under the program should be commercially proven and ready for quick deployment to meet this target.
Large Scale Technology Deployment and Facility Modernization Program objectives include:
- Generate measurable and deep greenhouse gas pollution reductions in Ontario industry
- Increase the industrial competitiveness and sustainability of Ontario industry
- Catalyze private-sector investments in greenhouse gas reduction strategies, and drive adoption of greenhouse gas reduction technologies
- Increase awareness and understanding of the business benefits of greenhouse gas pollution reductions among decision-makers at industrial facilities in Ontario
- Increase collaboration between the areas of technology development (supply-side) and technology adoption (demand-side), where Ontario’s innovators and entrepreneurs can work together with large industrial emitters and their customers and supply chains to develop, demonstrate and adopt new and innovative solutions to significantly reduce greenhouse gas pollution.
Industrial Emitter Benefits
- Shorten the pay-back period for implementing innovations that reduce greenhouse gas pollution by year 2020 and 2030
- Accelerate the time for adoption of innovations that reduce greenhouse gas pollution by year 2020 and 2030
- Develop relationships between industrial emitters and greenhouse gas pollution solution providers
- Address company greenhouse gas pollution reduction needs and challenges, and develop new products, processes, services or expertise
- Increase productivity and revenue
- Gain access to OCE networks and awareness of other OCE programs
- Demonstrate corporate social responsibility by being early adopters, environmental stewards and champions.
- Applicants MUST be Ontario-based industrial emitters with annual greenhouse gas pollution of over 400,000 tonnes; OR
- Applicants MUST be an Ontario-based new facility developer, partnered with an industrial emitter with a project focused on implementing new, commercially-available technologies on new facilities (e.g. CO2U projects);
- Applicants MUST employ greater than five hundred employees. Companies that employ fewer than 500 employees will be considered on a case-by-case basis.
- Preference will be given to projects that deploy technologies sourced from Ontario-based companies. However, GreenON Industries will consider leading technologies sourced nationally and internationally.
- Applicants and any co-applicants MUST sign a Funding Agreement (subject to change) with OCE.
- Applicants and any co-applicants MUST provide project and outcomes metrics, as well as client satisfaction surveys.
- Applicants and any co-applicants MUST be in good financial and reporting standing with OCE
- GreenON Industries MAY consider compelling projects from other applicants on a case by case basis, based on greenhouse gas pollution reductions and benefit to the province.
Under GreenON Industries, OCE and GreenON will work closely with the Ministry of Environment and Climate Change to determine if companies seeking funding are in compliance —before a company receives funding, companies need to either be in compliance or demonstrate they are dealing with any non-compliance issue in a manner satisfactory to the Ontario government. Contracts include clauses to ensure that a company is in compliance with the law or is effectively dealing with any non-compliance issues. Prior to every disbursement, a company official has to attest to the fact that they are in compliance with the law as well.
- Projects MUST take place at Ontario-based facilities;
- Projects MUST be designed to achieve measurable reductions in greenhouse gas pollution in Ontario. Greenhouse gas pollution reduction estimates will be verified using an accredited third-party expert.
- Projects MUST commit to matching a specified percentage of the grant investment for the project. The OCE contribution to the project cannot exceed 50 per cent of eligible project costs. Matching cash contributions may come from industry and other government sources. Funding from other Ontario government sources is not an eligible source of matching cash. Total Funding from other non-Ontario government sources is eligible as a cash match as long as total government funding does not exceed 75 per cent of the total project budget.
- OCE funding will cover up to 50 per cent of eligible project cash costs to a maximum of $20 million. Larger funding requests will be considered on a case by case basis.
- Specified projects may have a duration of up to four and a half years and MUST be completed by December 31, 2023.
- Projects must include, at minimum, one site/facility in Ontario. Additional sites/facilities in Ontario will be considered on a case- by-case basis. However, applicants who describe broad future application of technologies across other facilities, sectors and locations will be considered to be of greater potential value and ranked accordingly.
- Project participants are required to show that they have a plan to manage all Intellectual Property (IP) arising from a project (if applicable), as OCE does not claim or manage IP rights.
- GreenON Industries-funded activities MUST be performed within Ontario, unless prior written approval has been obtained from OCE.
- GreenON Industries will only acknowledge project expenses that occur after the approval date. OCE funding cannot be applied retroactively. In cases where an application is approved and not activated, expenses are incurred at the risk of the applicant.

D. How Funding Works
Flow of Funds
Funding will flow directly to the applicant (large industrial emitter) based on a claims and reimbursement model for eligible expenses. Claims can be made when submitting interim report(s), every six months, and the final report, required at the end of the project. More information on reporting can be found in section F. Project Reporting and Claims Requirements.
E. Evaluation Process
The Large Scale Deployment Stream project evaluation is a two-step process: (1) EOI and (2) Full application. Applications are evaluated at both steps. The evaluation process for the program, which has limited funding, is competitive, discretionary, and non-entitlement. All eligible applications are assessed against program objectives and criteria.
Step 1: Call for Expressions of Interest (EOI)
All EOIs submitted through AccessOCE, OCE’s online application system, will undergo an Administrative Review for completeness and financial compliance, on a rolling basis.
Technical Expert Review
Subsequently, an EOI technical review committee comprised of representatives from OCE and sector experts and/OCE partners will review the EOIs against program objectives and criteria. Selected EOIs will be invited to submit a full application on a rolling basis.
Preference will be given to EOIs that demonstrate the following:
- Significant and measurable reduction in greenhouse gas pollution at the lowest cost in support of Ontario’s greenhouse gas pollution reduction targets for year 2020 and 2030
- Broad applicability and benefit to the cleantech industry, leading to novel, newly-adapted, adopted processes, products, or services
- Strong management capability to effectively implement the greenhouse gas reduction solution
- Innovation in the context of current technical and commercial developments
- High potential for job creation and or job retention in Ontario
- Economic benefit for Ontario
- Complementary environmental co-benefits that improve the quality of soil, air, and water
- Indication that Intellectual Property (IP) is owned, or that sufficient rights to use IP have been retained, for both the purposes of completing the project and to commercially exploit the results in Ontario, as applicable.
Step 2: Invitation to a Full Application and External Panel Presentation
Full applications submitted at the final submission stage through AccessOCE, OCE’s online application system, will undergo Administrative Review for completeness and financial compliance.
Technical Expert Review
An External Review Panel (ERP) comprised of sector experts will review the full application. External consultants will complete Non-Disclosure Agreements prior to the review of the applications. Consultants are involved in the early stages of the application. There are at least two consultants involved in every project.
Consultants provide individual reviews and commentary for all applications assigned to them, according to the criteria set out by OCE. The evaluation will assess (but is not limited to) the following areas:
- Technical viability of the project
- Strength of the project team
- Appropriateness of project timelines
- Appropriateness of project budget and related costs (e.g. CAPEX, salaries, etc.)
- Appropriateness of projected greenhouse gas reductions
- Accuracy of potential environmental co-benefits
- Likelihood of overall project success
- Project’s impact in delivering targets under Ontario’s Climate Change Action Plan
Consultants are expected to exercise judgement and discuss any other elements they consider to be of relevance, and that have not been addressed in OCE’s assessment template. Similarly, Consultants are expected to advise OCE if additional information is required for an Application.

- Written free-form report with the consultant's overall impression of the project, its strengths, risks, ROI of greenhouse gas reductions, etc.
- IRP final funding approval by OCE
Financial due diligence is conducted as part of the application process and includes a review of the applicant’s Officer Certificate, and a credit check.
Applicants will be invited to present to the ERP in person at OCE’s Front Street Office. At this presentation the company will be allotted approximately 30 minutes to present their project and respond to questions from the ERP. The ERP makes funding recommendations to OCE based on its assessment of the application and presentation.
The final funding decision rests with OCE, through its Internal Review Panel (IRP), which is comprised of senior OCE staff.
Successful Applicants will be notified by OCE and provided with an outline of conditions and additional information necessary to activate the project.
Applicants who are not selected for receipt of funding will receive email notification outlining the outcome. Applicants will be offered an opportunity to discuss the decision with their OCE Business Development Manager.
Evaluation criteria include, but are not limited to the following:
- Alignment with the objectives of the Program;
- Pollution reduction targets and/or potential;
- Other environmental benefits/potential;
- Partner leverage and commitment;
- Potential of the solution for sector-wide adoption;
- Scalability of the solution;
- Export and revenues expected;
- Economic impact potential of the solution provider; and
- Economic feasibility for industry.
Please note: Preference will be given to Ontario-based solution providers; however, OCE will consider leading technologies sourced nationally and internationally;
Note on GreenON Industries Program: In keeping with the whole-of-government approach of the broader GreenON Industries program, OCE’s partners (SDTC, NSERC, and ERA) may - subject to their confidentiality obligations to applicants - share with OCE their endorsement of projects that have a high potential to reduce greenhouse gas emissions. On a case-by-case basis, OCE may consider projects from endorsing-partners for potential support.
Through partner endorsement, the review procedures of projects may be streamlined as follows:
- By-passing of the OCE Expression of Interest (EOI) stage
- Sharing of prior due diligence at the Expression of Interest and Full Proposal stages
- Streamlining of due diligence at the Full Proposal stage using defined program criteria
OCE may consider other endorsement partners in the future.
F. Reporting and Claims Requirements
OCE requires the following project reports:
Interim Progress and Claim Report(s)
- Interim report(s), including a statement of progress, third party greenhouse gas quantification and a financial attestation, will be required approximately every six months. The company will receive notification and a link from OCE’s AccessOCE online application system to submit the report. OCE MUST receive and approve reports prior to release of funds for eligible claims.
Please note: Applicants MUST retain all proof of purchases, receipts, and other relevant documentation related to eligible expenses. OCE reserves the right to audit any project expenses.
- Forty-five days prior to the scheduled completion date, the Applicant will receive a notification of the project end date from AccessOCE, OCE’s online system, with a link to the Final Project Report should the Applicant wish to begin entering data. If an extension is required, it MUST be requested via OCE’s online AccessOCE system. After completion of the project, the Applicants and Partners will be required to complete Final Project Reports (including progress, greenhouse gas pollution reduction quantification, financials and metrics). Applicant and Partner reports MUST be received and approved by OCE within 30 days of project completion.
- When the Applicant and Partner Final Reports have been approved, the Ontario Applicant will be required to complete an attestation of the use of funds to close the project.
- All required Final Reports from all partners MUST be submitted within 30 days of project completion in order to release the holdback, and maintain good financial standing with OCE.
- If the project continues past a fiscal year end (March 31), the Ontario Applicant and Industry Partner will be required to complete annual OCE metrics surveys each April, for the part of the project that has been completed since the previous March 31. This annual report is mandatory for OCE to fulfil its contracts with its government funder. Required metrics reports from all partners MUST be submitted in order to maintain good financial standing with OCE.
- One, two, and three years after project completion, the applicants will be sent a link to complete a retrospective survey to collect data on commercial outcomes from the project. OCE requires the information for the assessment of program impact and continuous improvement.
G. How to Apply
Step 1: Call for Expressions of Interest (EOI)
Applicants with annual pollution over 400,000 tonnes greenhouse gas MUST engage with an OCE Business Development Manager to discuss their project.
Eligible applicants can submit a Large Scale Technology Deployment and Facility Modernization client intake form. An OCE Business Development Manager (BD) will contact you to discuss the opportunity and assist you with initiating and developing your EOI. Your OCE BD will also maintain oversight responsibility for the OCE components of any approved project.
EOIs MUST be submitted through AccessOCE, OCE’s online application system. A complete EOI includes:
- Project contacts
- Project summary for public release
- Project classification
- Project milestones table
- Project budget
- Completed EOI questionnaire.
A copy of the EOI questionnaire can be downloaded for the applicant's reference only. You MUST consult with an OCE Business Development Manager to confirm eligibility and project fit, and initiate an application via AccessOCE before responding to the EOI questionnaire.

First round of EOIs will be accepted and reviewed on a rolling basis until the EOI application submission date. Please initiate the online application at least one week prior to this deadline. See specific dates below.
Further rounds may be announced based on funding availability.
Step 2: Invitation to a Full Application
EOIs selected by the Review Committee to submit a full Application will be invited via email.
Applicants will continue to work with their OCE Business Development Manager to prepare the full application through AccessOCE, OCE’s online application system.
A complete Full Application includes:
- Project contacts
- Project summary for public release
- Project classification
- Project milestones table
- Environmental benefits table
- Detailed project budget
- Completed full application questionnaire
Prior to final submission, OCE will support the applicant by reviewing a draft application. Applicants will be informed of their draft submission deadline when they are invited to submit a full proposal. The draft MUST be submitted to OCE within eight weeks of invitation to a full application.
After draft submission review applicants will be assigned a final submission deadline. Final applications MUST be submitted to OCE through AccessOCE, OCE’s online application system within four weeks of draft review.
As part of a complete final submission, applicants MUST first request their OCE Business Development Manager (BD) to provide an endorsement of the application for eligibility and suitability. Once the endorsement is provided, the applicant or BD will have the option to press the ‘submit’ button in the application portal. Please allow at least one week prior to the final application submission deadline for the BD endorsement step to be completed.
Applications initiated less than one week prior to the deadline MAY NOT have sufficient time for a BD to support the application and provide an endorsement.
Full applications submitted through the AccessOCE are internally reviewed for completeness, eligibility, and use of funds. An External Review Panel comprised of sector experts will review the full application against program objectives and criteria. The final funding decision rests with OCE.
Upon approval, the applicant and co-applicants MUST execute an OCE funding agreement, including a completed Schedule D, Intellectual Property Term Sheet, within 60 days of approval of the award. A copy of the Funding Agreement can be downloaded (subject to change) for your reference. Applicants are encouraged to read this agreement and share it with decision makers and legal departments at their organization early in the application process. Please do not sign this version of the form; a copy of the agreement will be generated through our online management system and sent to you upon approval of your project. Applicants must also complete an Officer’s Certificate. A template will be provided.

2020 GHG target: Ontario year 2020 greenhouse gas pollution reduction target is 15 per cent below 1990 levels.
Applicant: An Ontario-based industrial emitter that applies to OCE for the GreenON Industries Large Scale Technology Deployment and Facility Modernization program and, if approved, will receive the funds.
Co-applicant: A technology solution provider (e.g. start-up, SME or large firm) with proven technologies and products from across any sector aimed at reducing greenhouse gas pollution.
GHG quantification standards: Includes internationally recognized IPCC and ISO 14064 series standards for greenhouse gas pollution.
GHG: Greenhouse gases as measured by CO2equivalent (CO2e).
Proven Technologies: Proven technologies are technologies that are ready to be implemented. They may have been applied in an operational environment, or tested in a laboratory under simulated conditions.
K. Legal Notice
- By submitting an EOI Expression of Interest ( “EOI”) you confirm that you have read, understand and accept the information contained in this Call for Expressions of Interest (“Call”) and, that each of you, the applicant (the “Applicant”) and any project partners, agree as follows:
- Ontario Centres of Excellence (“OCE”) and its partners (collectively the “Funders”) are relying on the information provided in this EOI guideline and in the EOI for all purposes relating hereto. The Applicant acknowledges that it has reviewed, and that it is in compliance with, all applicable terms and conditions as stated within the EOI guidelines.
- The Funders may at any time withdraw, suspend, cancel, terminate, amend or alter all or any portion of this Call, including but not limited to the EOI requirements, the EOI selection and review process and the EOI eligibility criteria.
- The Funders reserve the unqualified right to accept or reject any or all EOIs for any reason. The Funders are not required to accept the highest ranked EOI nor are they required to accept any EOI recommended for advancement to the Funding Proposal (“FP”) stage by the applicable evaluators.
- The final decision with respect to the projects to be included in the EOI shortlist rests solely with the Funders. The evaluation of EOIs may be based on, but is not in any way limited to, the criteria set out in this Call. The Funders may consider any criteria determined to be relevant to the mandates of The Funders, regardless of whether such additional criteria have been disclosed to the Applicant.
- EOIs that do not comply with the requirements described in this Call may be rejected in whole or in part or not considered by the Funders. The Funders reserve the unqualified right to accept or reject a non-compliant EOI.
- This Call is an invitation only. It is not a funding offer and the submission of an EOI does not create a contract or agreement of any kind between the Funders and the Applicant.
- No conduct, act or omission of the Funders, or their directors, officers, consultants, project advisors, agents, servants and their respective successors and assigns (collectively the “Funding Parties”) other than a written notice to the Applicant signed by an authorized person for the Funders, will constitute an acceptance of an EOI.
- Acceptance of an EOI does not create a binding contract between the Funders and the Applicant. The Funders shall not be obligated in any manner whatsoever to any Applicant until a written contribution agreement (“Contribution Agreement”) between the Funders and the Applicant has been duly executed relating to an approved FP.
- If the Project is accepted for funding, the Project partners will complete an environmental self-assessment to determine if any environmental assessments are required under federal, provincial, territorial or municipal legislation and if it is determined that such an environmental assessment is required, the Applicant shall be responsible for ensuring that such environmental assessments are completed.
- As between the parties, the EOI and all information, documents and materials submitted to the Funders in connection with this Call (collectively, “Applicant Information”) are the exclusive property of the Funders immediately upon delivery to the Funders. For clarity, this refers to the materials themselves, not to any technology or innovations disclosed or discussed in them. Intellectual property developed during the course of the Project will be addressed through the Contribution Agreement and will normally be owned by the Applicant. For further clarity:
- each Funder may share Applicant Information with the other Funder, with the Funding Parties, and with other agencies or third parties who are part of the assessment of the EOI; and
- the individuals or organizations referred to in the EOI may be contacted directly by the Funders as part of the assessment of the EOI.
- You, the Applicant and any Project partners will keep this EOI and FP confidential and will not use, reproduce or distribute it, any portion of it, or any data, information, drawings, or specifications included in or provided with it except as necessary to prepare an EOI and FP as requested by the Funders.
- Neither the Funders nor any of the Funding Parties will have any liability whatsoever to you, the Applicant or any Project partners, or any of them, in connection with this Call or any EOI prepared in response to it.
- You, the Applicant and any Project partners will not make a claim against the Funders or the Funding Parties for any reason whatsoever or howsoever relating to this Call. You are undertaking the expenditures required to prepare and submit an EOI entirely at your own risk, and you waive any right and release the Funders and the Funding Parties from any demands, liability, claim or recovery for costs, expenses, or damages incurred whatsoever or howsoever arising out of or relating to this Call or any EOI prepared in response to it, whether such right or claim arises in contract, negligence or otherwise.
- If you, the Applicant generate revenue from the project or project assets during the project, such revenue must flow back into the Project to offset project costs; under no circumstances can the Applicant or other consortium members or related parties profit from the Project or the Project assets during the project period of funding.
- The Funders take no responsibility for the accuracy of the information supplied during this Call by the Funders or the Funding Parties.
- The Applicant hereby represents and warrants that:
- there are no actions, suits, investigations or other proceedings pending or, to the knowledge of the undersigned, threatened against the Applicant, the Project or the Project assets, including any intellectual property forming part of the Project and to the best of the undersigned’s knowledge there is no order, judgment or decree of any court or governmental agency which could materially and adversely affect the activities contemplated by the Contribution Agreement to be entered into between the Funders and the Applicant and the performance by the Applicant of its duties and obligations under such Contribution Agreement;
- all factual matters contained in the EOI and Applicant Information are true and accurate, and that all estimates, forecasts and other related matters involving judgment were prepared in good faith and to the best of the Applicant’s ability, skill and judgment;
- the EOI and Applicant Information does not contain any untrue statement of a material fact nor omit to state a material fact necessary in order to make the statements contained herein or therein, in light of the circumstances under which they were made, not misleading:
- to the best of the Applicant’s knowledge the Applicant:
- has in respect to the Project assessed trade and competition impacts, including compliance with international agreements; and
- the Project complies with all applicable federal, provincial/territorial and municipal legislation; and
- neither the Applicant nor to the knowledge of the Applicant, any Project partner, has paid or agreed to pay either directly or indirectly, any contingency fees for the solicitation, negotiation, or obtaining of OCE funding, to any person including a broker, consultant or advisor. "Contingency fee" means any payment or other compensation that is contingent upon or is calculated upon the basis of a degree of success in soliciting or obtaining OCE funding. It is OCE policy that any applications or proposals that involve the payment of a contingency fee will be rejected.
Neither the Funders nor any of the Funding Parties will have any liability whatsoever or howsoever to any one or more of you, the Applicant and any Project partners, or any of them, in connection with this Call or any EOI prepared in response to it.
